Vocational Skills Services or “VSS” is an organization that operates day programs for adults with developmental disabilities throughout the Ventura County area.
VSS serves men and women referred by the Regional Center, who meet entrance criteria between the ages of 18-65 who are interested in participating in volunteer work, recreation, education and job training within their local community. We also have a senior citizens program.
Vocational Skills Services is managed by a Board of Directors comprised of interested members from the community.
The program is free of charge to those who qualify. Program participants do not need to pay for activities unless specified. VSS has its own vehicles that can transport individuals to activities if needed. We offer free snacks and small lunches for those in our program and many of our staff members speak Spanish.
VSS is open Monday through Friday from 9:00 a.m. to 3:00 p.m. excluding holidays. In accordance with Federal Law and U.S. Department of Agriculture policy, this Institution is prohibited from discriminating on the basis of race, color, national origin, sex, age or disability.

Discrimination or Civil Rights Complaint Procedure
Any person alleging discrimination based on race, color, national origina, sex, age, or disability has a right to file a complaint within 180 days of the alleged discrimatory action. Note: U.S. Department of Agriculture may grant a waiver of the filing deadline.
a) Any individual, including a person's duly authorized representative or interested third party, public agency or institution may file a complaint. The person(s) filing the complaint is known as the complaintant(s).
b) Anonymous complaints are also acceptable as long as there is sufficient information provided to proceed with an investigation.
c) In the case of verbal complaints, the person receiving the information is responsible for obtaining all pertinent information.
A "discrimination or civil rights complaint" must be filed by writing to the following address:

Any complaint which deals with a nondiscriminatory issue, such as a Program Service or violation of Federal or state laws or regulation, is termed a "program complaint." The Complaint Coordinator with the California Department of Education, Nutrition Services Division, may be contacted at the toll free number (800)952-5609 regarding "Program complaints" or assistance in the determination as to whether a complaint involves discrimination.
Grievance Procedure
Any member of the VSS program that has a grievance or complaint may utilize the grievance procedure. This process may be initiated by the consumer, service coordinator, family member, careprovider, conservator or legal guardian on the consumer's behalf. A copy of this procedure may be obtained by request at any time.
The procedure is as follows:
1. If initial discussion regarding a problem does not resolve the problem, a formal written statement will be given to the Program Manager in 10 working days after the discussion. Staff will notify vendoring Regional Center service coordinator (SC) responsible for the consumer. SC will have 45 days to respond in writing to attempt to resolve the matter.
2. If individuals do not agree with findings of the Program Manager they may contact the Executive Director within 10 working days.
3. If the Executive Director is not able to respond in a satisfactory manner to the consumer, the individual will be referred to the Regional Center-SC's superior in an attempt to resolve the dispute.
